Charter School Annual Report - all 15/16 operating schools - January 6

REQUIRED - Attached is the Charter School Annual Report Template that all schools operating in 2015 - 2016 are required to submit.  A hard copy and electronic copy of this document is due to Robbie no later than 4:30pm on January 6, 2017.  The attached report includes ALL sections that you need.  If you have already submitted, or have completed the reporting using the previous version, please note that the supplied template left off the assurances.  Please do not worry about re-typing it into the newly attached template.  If this is the case (already submitted or started working in a previous template) here are the assurances.  Feel free to send these in separately.

2015 - 2016 School Performance Framework

Draft school profiles have been e-mailed to all school leaders summarizing the results of the 2015-16 school year using the 2016 School Performance Framework (SPF) which may be found on the Bookshelf at this link.  Please review these results and contact Bobby Rykard if you have questions.  Final school profiles along with any applicable notices related to the Intervention Ladder as outlined in the SCPCSD Core Performance System (CPS) will be sent to school leaders, school board chairs and the SCPCSD Board of Trustees in January or February.

Federal Programs Update

Attention Title I, Title II, Special Education, IDEA-Finance, Title III, Homeless, 21st Century grants, Focus Schools, School Improvement Grants coordinators.  Starting January 2017, all special education requirements will be requested using the Lets Work Smart portal including all the federal programs. There were several features that were updated or modified during the past four months in the Lets work smart portal. We will be providing a webinar to go over portal and provide you an insight on how to submit evidence to the requirements/submissions and access other features in the portal.

SC Ready ELA Test

The Office of Assessment has not made any changes in the test format or to the types of items that will be on the SC READY assessment in spring 2017.  The test format and item types will be the same as last year (spring 2016).   The SC READY ELA assessment consist of two parts administered on two days.  Session 1 and 2 contain selected-response and evidence-based response items.  One TDA item (writing “prompt”) is included at the end of Session 1.  See the SC READY web page for a detailed description of these types of items.

As you know, teachers in South Carolina only have a few short years to earn their Literacy Teacher's Endorsement or the Literacy Requirement equivalent as determined by the State Department of Education.  Please see the following link for more specific details.  In an effort to assist teachers with achieving these requirements, the State Department offers a few of these courses, online, at no cost to teachers.  This is notification of the next upcoming course and includes the registration information for teachers to take advantage of.  Only 30 teachers can take the course at one time; so the sooner you communicate this information, the better.  For more information about this course, and registration information, please click here


Online Public Review for the South Carolina Health and Safety Education Standards

2017 Instructional Materials Caravan and Destiny Training Registration

The South Carolina Department of Education is coordinating with publishers to conduct an instructional materials caravan that will give school and district staff the opportunity to review new materials during presentations by participating publishers. In conjunction with the caravan, the Office of Instructional Materials is offering afternoontraining sessions on the Destiny Textbook Management System for Instructional Materials Coordinators at the district and school level. The training sessions will be held at the locations listed here.  More information about the caravan and training sessions, including the agendas for each meeting location, will be posted on the web under the heading "Caravan and Training."


School Volunteers and Student Level Confidentiality

The US Department of Education just released the following:  PTAC is pleased to announce the release of our latest training video to help school volunteers learn about their responsibilities to protect the privacy of student information. We have also created a corresponding brochure that schools can use to notify their volunteers of their legal responsibilities and get a signature to show that they understand. The video can be found here. The brochure can be found here.

SC Department of Education Educator Appreciation Call List
In an effort to help educators start off the New Year on a strong note, the Educator Engagement Working Group at the Department of Education would like to make calls during the week of January 9-13 to educators around the country to let them know how much they are appreciated. To make this work, we need your help in identifying educators for calls. While the initial effort will focus on the week in January, this will also be an ongoing project....so feel free to nominate as many people as you would like to see receive a call!


Arts Curricular Innovation Grants—Distinguished Arts Program Grant Opportunity

EPIC Seminar 2017- Preparing South Carolina Youth for Workforce Industry
Alston Middle School in Summerville, SC and the SC Department of Commerce will host their 3rd Annual EPIC (Empowering Parents Involving Community) Seminar on Thursday January 26th at Alston Middle School.  This event is open to parents and students in the 7th grade and higher.  The event  is FREE!  Dinner will be provided at 5:00-5:30p and the seminar will be hosted at 5:45-7:15 PM.  The event will include a panel of career, education and industry leaders who will discuss the job opportunities that exist within the Lowcountry.  Click herefor registration information.​

Friends and colleagues, 

Hope each of you are doing well as we finish the week and year strong!  Just a few things this week—

One, I’ve begun my one-on-one chats (thank you Marie Milam for your time yesterday!) and look forward to connecting over the phone with each of you over the next few weeks.  I’m also going to do some scheduling gymnastics with Teresa to ensure that I personally visit your schools in the spring.  I plan to get to every school between January—April. Looking forward to it! 

Two, by the end of the week you’ll get a “save the date” for our first regional operators meetings in January.  We’re approaching the January meetings this way in order to meet you closer to where you are—in regions and with all virtual schools, to dig into your survey feedback and district/school roles and functions, and to connect in smaller groups around shared challenges and successes. 

Finally, I want to wish you all a happy holiday and well-deserved break! I know how hard you’ve been working and I hope you get a chance to relax and truly enjoy the holidays with family and friends.  Time to recharge the batteries so we can get back at it and have an incredible 2017!

Finance Updates (reminder)

The SCDE is expected to release funds to the district on Wednesday, December 14. Assuming no issues funds will be distributed to schools by Monday, December 19.


Jason Flatt Suicide Prevention Training (reminder) 
Contact:  Paula Gray
This is an update to the Jason Flatt Suicide Prevention Training requirement for renewal of an educator license for anyone certified for middle or high school students.  This is a one-time requirement, so if documentation has already been submitted it does not have to be done again, and if the Module described below is not the one submitted, credit has already been given, so no further action is needed. The free online Jason Flatt Suicide Prevention Training can be found here. There have been some changes made and some additional modules added. As of now, to meet the legal requirement, Module 2 is the one that has to be taken. All other modules are still free and can add to the number of credits for renewal, but they will not count to meet the legal requirement for the training. The training can be accessed at this link.


CogAT/Iowa Scores

Schools who administered the CogAT/Iowa will receive the paper and electronic copies of these scores this week (through the US mail).  We are working to get these results loaded into GIFT so we can send to the schools their identified GT students and performance tasks rosters for them to verify.  

Federal Programs Update (reminders)

In order for schools to get familiar with the Lets Work Smart portal, the schools were not held accountable for submitting late. As you know most of the submissions/requirements must be collected even if schools do not submit within the set due date. 

Starting, January 01, 2017, required submissions/requirements will have a due date and an end date. Schools are expected to submit within the due date. For schools that did not submit within the due date will be able to submit within the end date. However, each submission that has not been submitted within the due date will be recorded and will be shown on the reports extracted from the portal. School can see their performance using the “Overview” tab available on the submission module.

A webinar will be conducted to provide an update on the enhancements and as a refresher in the first week of January.  Date, time and more information on the webinar will be sent in the next weeks operator notes.

WIDA Access

December 16 is the last day for test coordinators to order test materials from WIDA ACCESS.  Accounts have been created for all test coordinators and have been reminded order materials. Work with your school Title III coordinators to ensure all English learners that needs to be tested are tested for ACCESS.

Update from Elliot Smalley:
Friends and colleagues, 

By the time I’m writing this next week, we’ll be just about to break for the holiday.  As we near that break, I want to thank you in advance for finishing the year strong.  I visited schools in Charleston on Friday—and will be back in schools next week—and I’m inspired by the continued hard work of your educators.  Every minute counts in the lives of the children you serve! 

Between now and the end of next week, I’m focusing on our monthly Board meeting this Thursday, end-of-year check-ins with my team (we’ll extend the time to go over our individual annual goals), meetings with local/state leaders on our top strategic priorities and budget, and planning for January.  As I mentioned previously, we are planning to hold the next Operators’ Meeting in January, and we’re beginning to think through this.  

One of the things we’ll discuss is our support role.  We really appreciate the feedback you provided on the recent survey.  We’ve shared these results with Mary Carmichael and will bring training ideas back to you in January.

45th Day Reporting (PowerSchool)- All Schools - December 9th

REQUIRED - The due date for the 45th day report was November 14th.  By now, each school should have ran their reports.  Add-on weightings have been loaded.  Please verify the accuracy of this.  Please communicate any corrections to Roberto via the Ticket system.  The finalized due date is December 9th.

US Civil Rights Data Collection - (reminder)

For all schools operating in the 2015 - 2016 school year, they will participate in the US Civil Rights Data Collection later in the Spring.  In preparation, OCR just released the data templates that will be used this year.  These templates and additional information about this reporting requirement can be found here.

Partnership with USC’s Frank Martin to focus on students, math, and basketball

See attached announcement and brochure from the SC Education Oversight Committee concerning "Martin’s Math Club,” a partnership with University of South Carolina Head Men’s Basketball Coach Frank Martin and the University of South Carolina Athletics Department. Martin, a former high school math educator, developed the project designed to help young people learn that math is fun and relevant in their daily lives."

Operator friends and colleagues—

I hope this finds you well after a relaxing and joyful Thanksgiving break!  I was up in Virginia—truly off the grid at a state park in the mountains—and was able to reflect on how thankful I am to do this work with you.  Every day, we have the incredible opportunity to make a difference on the lives of kids and on the future of our state.  There’s nothing better than that! 

Before the break, I sent you an email to clarify a few important notes (e.g. we have no plan to close schools based on enrollment). I also said I’d begin writing intros to your weekly Operators’ Notes as a way to keep you steadily in the loop on major district news and developments and to signal that while the true power of our work lies in your hands as operators—not in any “central” office—we are committed to open communication and relationship-building.  This is the first of such intros.  

This week, I simply want to give you the heads-up that Teresa will be reaching out to schedule 30-minute check-in calls with you and me in December.  Zero stakes on these—this is just an opportunity to catch up with each other, share thoughts on how things are going, and offer any burning questions or suggestions you may have.  

Keep in mind we have a Board meeting next Thursday that you’re always welcome to attend. Until then, best wishes for an amazing week and as always, call me if anytime if you want to discuss anything.

Financial Statements for Quarter Ending September 30, 2016 - All Schools - November 30

REQUIRED - The SCPCSD is requesting that our schools submit to us their income statement and balance sheet on a quarterly basis. We collect financial information in regular intervals as per the charter agreement for reporting and analysis.  Please send Siddhartha Chowdri your financial statements for the quarter ending September 30, 2016  to us in any format you wish (PDF and Excel are preferred) by November 30. If you have employed KM (Kelley-Moser) Consulting or McCay-Kiddy to manage your accounts they have already sent your statements to us.

Several schools have asked about the Annual Report.  The SCDE has not released any information about the 2015 - 2016 annual report.  As soon as they do, we will pass this information along to you.

2016 - 2017 Weather Make-Up Days

Please see attached document that explains the process for schools wishing to request a local board waiver to the district for missing days 4 - 6 and/or to submit a request to the State Board of Education for days 7 - 9.  As a reminder, no request can be made for days 1 - 3 as these days should already built into your school calendar. Lastly, it is not an option to turn 1/2 into a full day to count as 2 days (see SCDE Weather Make-Up FAQ).

Finance Updates

The SCDE is expected to release funds to the district on Friday, November 18. Assuming no issues funds will be distributed to Schools by Wednesday, November 23.
Last month the funding distribution for at-risk funding was based on three months. This month it will bring based on one.

SPF Updates (reminder)

We are all in this work to get results for students, and—as we have discussed at length this year—the School Performance Framework (SPF) helps to organize results across three categories: academic, organizational, and financial. The evaluation of schools for last school year, 2015-2016, is now underway utilizing the 2015-2016 SPF (Version 1.0). Upon completion of this evaluation, the New Schools and Accountability (NS&A) Team will be issuing draft SPF profiles to school leaders for their review. The NS&A Team hopes to have profiles finalized by December 15. Final profiles will be shared with school board chairs, school leaders, and the SCPCSD Board of Trustees.
 
We’ve worked long and hard with you on a new version of the SPF, which will be used this time next year for 2016-17 results.  In anticipation of this transition, please review the 2016-2017 SPF (Version 2.0) and the Core Performance System (previously referred to in draft form as the "Performance Compact”).  As you know, we partnered with Public Impact and carefully considered information and insights provided by charter school stakeholders as part of the feedback loop that began last winter. We hope that these tools will assist you in your ongoing efforts to provide a great education for each student and family you serve. We look forward to continuing to work together with you on behalf of all SCPCSD students. Please contact Dana Abbott or Bobby Rykard if you have any questions.

Federal Programs Update

General:  Refer to the attached spreadsheet for submissions due on Lets Work Smart Portal for Title I, Title III, CATE, and Homeless.

Title III
  • The date for ACCESS test is Monday, February 6, 2017 to Friday, March 24, 2017. Any student with a score of 1 to 5.9, 6NE and all waiver students MUST take ACCESS-State English Language Proficiency test. Based on previous experiences, please plan your testing in February. Regardless, when you start your window, you still have to test any student that enrolls before March 24, 2017.
  • PowerSchool-Lots of discussion around coding of 6P and 8 (especially for K-5 students and 1st grade first semester based on IPT).  Rachel at the SCDE wants all students who were coded “8” on the first 45-day report that are in this category to be recoded as “6P”.  She is aware that everyone received mixed messages in the past across the state. I have asked for something in writing to be provided by to the District to indicate change is needed and why. More guidance will be provided after we receive in writing.
Charter Schools Program-Planning and Implementation Grant Opportunity

Please find attached a memorandum from State Superintendent of Education Molly M. Spearman, regarding proposals for the Charter Schools Program Planning and Implementation Grant, which is now available online.  Deadline to apply is: December 12, 2016.  The SCDE will offer a technical assistance webinar for grant applicants on November 10, 2016, from 2:00 p.m.–4:00 p.m., via Blackboard Collaborate.  Please refer to the attached memorandum to access the designated link to participate.

2016 Youth Summit – “Making Good Choices”

Please see the attached flyer regarding the 2016 Youth Summit - "Making Good Choices" which will be at the Columbia Metropolitan Convention Center in Columbia on December 6.  This year’s focus will again be on bullying as well as other teen issues, including prescription opioid misuse.  Schools may bring as many middle and high school students as they wish. Annual Finance Audit - All 15/16 Schools - Nov 1st

REQUIRED - For schools that were in operation with the District during FY16 (July 1, 2015 - June 30, 2016), this is a reminder that your annual audit is due by November 1, 2016.  An annual audit of all financial records shall be made by a licensed certified public accountant who meets the requirements placed on all other public schools. The school shall be responsible for retaining the external accountant to perform the annual audit. A copy of the audit in the format prescribed by the State Department of Education shall be filed with the SC Public Charter School District by November 1 following the close of the fiscal year. If this date falls on a weekend, the due date shall be the Friday immediately preceding November 1. One (1) hard copy and one (1) electronic copy (presented in PDF Format) shall be submitted.

This year, the SCDE is providing embargoed access to a report card portal where school leaders can preview their school report card as the data are loaded.  By now, your school leader should have received the login link/username/password to view the embargoed report card portal.  These report cards go live to the public on November 

Terminated Employees

Per SCDOE Regulation 43.58.1, the SCDE must be notified of any employee who is dismissed, resigns, or is otherwise separated from employment with that district (charter school) based on allegations of misconduct including, but not limited to, misconduct involving drugs, sexual misconduct, the commission of a crime, immorality, moral turpitude, or dishonesty.  Failure to report could result in the SCDE taking action against the certificate of the charter school leader.  Beginning on today, we are asking that all schools use this updated PCS notification form to report the separation of any employee (or continue to use the online PSC survey [which has been slightly modified)].

State Assessments Update:

Precoding for Paper/Pencil - In the next week or two, schools will receive a memo from the Office of Assessment indicating how to precode students who need paper/pencil tests for SC READY, SCPASS, The ACT, and WorkKeys.  Precode for EOCEP, ACCESS for ELLS and the alternate assessments will be the same as last year.  As soon as we receive this, we will immediately share with your STCs.  in the meantime, here are some brief notes about this precode. 
SCDE Seeks Input on ESSA Implementation Plan
Please find attached a memorandum from State Superintendent of Education Molly Spearman, regarding a statewide virtual meeting scheduled for Thursday, October 27, 6:00 to 7:30 p.m., discussing the implementation of the Every Student Succeeds Act (ESSA), and the development of South Carolina Consolidated State Plan, which must be submitted in March 2017. The virtual meeting will brief attendees on the agency’s ongoing efforts to seek stakeholder input regarding the South Carolina Consolidated State Plan for ESSA implementation.  To join the virtual meeting, please click this link as early as 5:45pm on October 27th.

DHEC:  School Summary of of Student Immunizations

We have received a few emails recently about the DHEC School Summary Report (Form 1124).  This is a required DHEC report (§44-29-180).  If you need a copy of this report, of have questions, please contact your DHEC regional office which is listed by the county in which your school physically resides (click here).

National School Lunch Program Equipment Assistance Grant Opportunity

SCDE Looking for PADEPP Review Committee Members

The Office of Educator Effectiveness is seeking nominations for representatives to serve on the Principal Review Teamtasked with reviewing and providing feedback on the proposed PADEPP revisions. Nominees must be experienced principals who have been formally evaluated using the PADEPP evaluation instrument.


Public Invited to Review Proposed Instructional Materials andTextbooks

The instructional materials are on display at twenty locations throughout the state (see attached memo).  The materials will be on display from October 21 through November 21, 2016, with instructions for submitting comments available at each site. In addition to the display sites, digital access will be available for the recommended programs.  On October 21st, the publisher-provided links will be posted online by following this link. The State Board of Education will receive public comments before a final decision is made on adopting the instructional materials.
